• Business Problem: As part of the strategic program of digital transformation of the state, the Client faced a huge, unprecedented challenge of designing and preparing for the implementation of a sovereign government private cloud (GPC). • • Technological Complexity and Scale: OpenStack-based architecture, distributed in 4 independent Tier III/IV data centers, support for IaaS, PaaS, containerization for potentially thousands of systems. 

• • Stringent Legal and Security Requirements: Compliance with numerous regulations (GDPR, KRI, UoC, PNRR), ensuring full data sovereignty and implementing the zero-trust model. 

• • Management and Operations: The need to create a centralized management model, efficient, automated provisioning, advanced backup, and a 24/7 operating model from scratch. 

• • Multi-Stakeholder Coordination: The need to effectively oversee the work of multiple contractors, technology suppliers and internal client teams within a complex program. 

• Goal: To prepare a complete, consistent, top-quality and compliant with all requirements conceptual and architectural design of the GPC cloud, which will become a solid and reliable basis for announcing a tender for its construction and implementation, minimizing risks at further stages. 

• Strategy: Acting as a key, independent technological and architectural partner of the Client, responsible for the overall substantive supervision of the conceptual design, coordination of work and direct design of critical system components (backup, provisioning, management).
